Job Description

We re looking for a Construction Manager (CM) to be responsible for the oversight of a project site at the Norfolk Navy Shipyard in Portsmouth, VA involving the installation of Solar PV. Candidates must be able to commute to the site.

The project calls for design and construction of photovoltaic (PV) systems, lighting efficiency upgrades, and solar preheat systems on Navy property. AECOM s involvement in the project is to provide field construction management services to the project. Installation of various systems and needed upgrades to some buildings is expected to begin imminently.

This role will be responsible for supporting start-up training for the site Quality Construction Manager and ensuring that the approved Quality Control Plan is adhered to for the life of the project. The CM is responsible for meeting all project requirements. Specific duties and responsibilities of the CM shall include, but are not limited to the following:

* Primarily responsible for oversight of project construction activities

* Responsible for site team performance; compliance with cost and schedule control, work in accordance with requirements, approved SOW, Project Management Plan (PMP), designs and specifications, budgets, and all applicable laws and regulations

* Responsible for safety of all subcontractor personnel working on the project site

* Develop the Construction Quality Control Plan, in conjunction with the Project QC Manager

* Implement approved Construction Quality Control Plan

* Monitor construction progress

* Manage construction subcontracts per the PMP

* Maintain client relationships at the local level

* Coordinate and communicate with the project team, including routine progress and detailed cost, schedule, quality, and safety reporting

* Approve staff assignments, progress reports, cost estimates, schedules, invoices and change orders related to the assigned project

* Provide training for construction staff and selected project and subcontractor personnel as required

* Support negotiation of contracts with construction contractors and suppliers

* Participate in periodic QC reviews and audits

* Collect supporting documentation from Contractors such as certified payroll reports, bonds and insurance, W/MBE status, photos, etc.

* Review construction submittals

Qualifications:
The following qualifications / skills are all very desirable:

* Bachelor Degree in Engineering or Construction Management

* CMAA or PMI Certifications

* A minimum of eight (8) years experience in working on construction projects

* Excellent Verbal and Written Communication Skills

* Experience and Training in Safety, e.g. OSHA 30 hour, CPR

* Experience with Installation of Large Mechanical and or Electrical Equipment and Systems

* Experience in Effective Contract Administration

* Proficient at Planning and Scheduling

* Effective Quality Checking of Final Deliveries/As-builts

* Versatility with Microsoft Office software, Internet and Email

* Experience with Primavera Project Planner or Microsoft Project

* US Army Corps of Engineers Construction Quality Management for Contractors Certificate
