Essential Duties & Responsibilities: Program Manager will serve as the Government s primary Point of Contact for this effort and will be authorized to report on the status of and direct all activities and staff under this effort.

The candidate will functions as Contract Personnel Security Program manager on a fast paced government facility. He/She will be responsible for developing and implementing personnel security plans, policies and procedures. Must be able to maintain personnel security systems and records. Develop reports and briefings for management, Teams, employees and customers. Develop and implement initiatives to ensure highest level of satisfaction, support and unparalleled customer service over all.

The Program Manager must overseas all the personal security teams, and review personnel/visitor control files showing individual clearances for classified visits and training, that reflects periodic reinvestigation. Also, review the Joint Personnel Adjudication System (JPAS) on reported adverse information involving staff or visitors manage and administer JPAS, accounts in JPAS by ensuring that employees have the correct owning agency for their clearance and that clearances are picked up or transferred during employee turnover.
Program Manager must have the ability to utilize the local Security Data Base System to produce system reports as needed to track clearances and visit requests. Perform In/Out Processing of personnel to include retrieving building badges, Common Access Cards, cancelling visits. He/She will review and update visitor control procedures and ensure that visitors are properly identified, cleared, and badged before they are granted access to ITA spaces and local area networks.
Required Qualifications:
Qualified candidate must have the following experience:
Demonstrated excellence in planning, directing, and managing Physical, Personnel & COOP Security operations in a similar sized services organization to ITA
Demonstrated successful management and supervision of employees of various labor categories and skills in efforts similar in size and scope as referenced under this Task Order.
Knowledge of industry accepted standards and best practices related to this task order
Demonstrated experience in a DoD environment
Demonstrated ability for oral and written communication with the highest levels of management

The candidate must have PMP Certification and an Active Top Secret clearance (current Top Secret with SCI is highly desired) or able to obtain SCI within 6 months. They must possess good communication skills and be comfortable in a team atmosphere, yet capable of working independent with little supervision.
