The Management & Program Analyst

HCIMS has an immediate need to hire one Management & Program Analyst in support of the Department of State’s Global Engagement Center. This individual will be responsible for assisting the Contracting Officer’s Representative and Grants Officer with all procurement, grants, general support services, financial and management actions related to procurement and any ancillary related HR functions. This individual will report to the Chief of Resources as well as the Deputy Chief of Resources.


The Management & Program Analyst will be required to support actions for all of the functions of the Resources team. These duties and responsibilities are within contracting, budget, general services, and HR areas of the team


Duties and responsibilities for the Management & Program Analyst

·              Executes duties in accordance with the Federal Acquisition Regulation (FAR) and DoS Acquisition Regulation (DOSAR). Interprets the laws and regulations governing contracting. 

·              Monitors contract from the cradle to the grave, to include solicitations, statements of work, monitor burn rate, invoicing, quality assurance, deliverables, monitors contract progression, resolves complex issues, closeouts, and CPARS.

·              Provides expert advice to the Center’s leadership and program offices.

·              Initiates documentation for all Interagency Acquisition Agreements (IAA) ,  Memorandum of Understanding (MOUs), Management and Coordination Agency (MCA), and Memorandum of Agreements (MOA) 

·              Assist with the planning, provisioning, requirement determination, acquisition, distribution, accountability, consumption, and disposal of office equipment. Assists GSO with securing adequate space for GEC and updates leadership on the current status of space, upcoming requirements for space, and the alternating space within the Center’s area of operations.

·              Serves as secondary unit security officer and primary floor warden, when needed.

·              Works with Bureau Security Officer and stays abreast of all current regulatory actions relating to office security. Advises Center’s staff on codifying security operations, unannounced-inspections, and periodically shares best security practices.

·         Assists in design and development of in Standard Operating Procedures

·         Post products online once cleared by designated State Department officers

·         In the area of grants, acts as a Grants Administrator, prepping the technical reviews and executing in the proper grants system. 

·         Support the setting of procurement and award projects priorities, deadlines and reviews, completed project evaluations, prepares administrative reports for senior staff. Submits requisitions after completing cost analysis and estimates.

·         The Program Analyst shall work domestically to also provide backup for HR actions and trends dealing with GEC detailees, permanent and temporary government staff, and special projects related to the HR arena.

·         Conducts review/research in collaboration with the COR and the Grants officer of prior year "status of obligations" to ensure all Unliquidated Obligations (ULOs) are valid and should remain in the books.  Working closely with the respective CORs or Office Directors, ensures that de-obligations are processed accurately for obligations that are no longer valid or for which the final claim has been processed for payment.

·         Ensures that all obligations are valid, have supporting documentation and that internal controls are met.

·         Acts in a liaison capacity to the GEC supporting service provider as liaison on HR issues

·         Supports COR and HR liaison with administrative requirements associated with PSC Contracts


Required Experience/Background

·         Knowledge of contract types, methods, and techniques to include cost and incentive contracting

·         Knowledge of sound business practices and principles knowledge of price/cost analysis

·         Knowledge of the Federal Travel Regulations (FTR) (E-2)

·         Skills with acquiring services through Ariba

·         Knowledge of Grants and Cooperative Agreement types

·         Familiarity with USG policy on designated issues and be able to draw upon publicly available, cleared U.S. Government information resources and the vast resources of quality information about the United States available online.

·         Knowledge of Office Manage Specialist (OMS) operations


Security Clearance Required

Full performance in this position requires a Top-Secret clearance. Candidates must have a Top-Secret clearance upon appointment with the ability to obtain Top Secret with SCI access.
