JOB SUMMARY: The Senior Program Manager provides comprehensive management of assigned men shelter programs ensuring that the programs and services are compliant with best practice standards, contract and grant requirements, and agency practices and procedures. Oversees fiscal, operational, administrative, staff management, and quality practices of assigned program; and establishes a working relationship with external community partners. Position reports to the Director of Men’s Shelter Operations.

Supervisory Responsibility: Provides functional and administrative supervision to 20-23 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

• Manages and oversees the administrative and daily operations of Men’s Low Barrier Shelter assigned housing program in support of overall program goals and objectives.
a. Develops and implements strategies to effectively achieve program goals and objectives.
b. Develops and implements systems and processes to enhance operational efficiency.
c. Monitors program implementation in accordance with grant funding, contracts, and internal Agency Practices and Protocols requirements.
d. Conducts regular reviews for accountability and program performance.
e. Oversees and/or coordinates the collection, compilation and analysis of program activity and statistical data including client records and case notes, and satisfaction surveys to clients and contractors.
f. Ensures the timely submission of all external and internal program reports.
g. Participates in finance meetings and planning to ensure balance between program compliance with agency guidelines and program obligations to clients served.
h. Works to resolve program issues.
a. Serves as first level reviewer and facilitator of client grievance reports and meetings.
b. Attempts to resolve customer service, financial and operational concerns.
c. Continually communicates concerns and progress to supervisor.
i. Coordinates with HMIS manager and monitor other database contract requirements to ensure compliance and quality standards.
k. In coordination with the Manager of Social Work, regularly reviews clients progress who participate on going case management services and Work Bed Program.
• Provides leadership and direction to all program staff, consultants, and volunteers; oversee staff supervision, which includes hiring, performance evaluation, training, and professional development.
• Works collaboratively with Shelter Director to set standards for customer service and workplace culture; conduct regular staff meetings; and town hall client meetings, ensure program policies and procedures are effectively communicated to clients and staff.
• Manages program budget and expenditures, in collaboration with the Shelter Director, to ensure that available funds and resources are used efficiently.
a. Provides fiscal accountability direction to program staff authorize to purchase supplies and/or materials for programs.
b. Systematically tracks and regularly monitors program revenues and expenditures to ensure compliance with HHS and agency guidelines.
c. Prepares budget revisions; and provides required financial reports.
• Oversees and maintains quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
a. Implements Corrective Action Plan, under the guidance of the program Director, to address deficiencies identified through the agency Client Record Review and Continuous Quality Improvement (CQI) process.
• Performs liaison activities with community partners, including contract monitors.
a. Becomes familiar with all contract/grant milestones and requirements to ensure agency compliance and billability.
b. Attends contract required trainings, community meetings, outreach events and government/private foundation events as requested.
c. Assists with the preparation and submission of contracts, grant applications and contract invoices.
d. Oversees and assists with preparation for grantors’ site visits and audits for all programs.
• Performs other job-related duties as assigned.



Requirements
EDUCATION and EXPERIENCE:

• Master’s degree in human services field required.
• Social work degrees, social work licensure in the appropriate jurisdiction is required.
• Professional counseling degrees, professional counseling licensure in appropriate jurisdiction is required.
• 3 years of progressively responsible non-profit experience.
• 2 years of supervisory experience.
• 2 years of experience working with clients or programs that serve individuals or families experiencing homelessness, behavioral health, substance abuse or chronic health challenges.
• Have a valid local driver’s license.

SKILLS and COMPETENCIES:

• Knowledge of management principles and practices.
• Knowledge of budgeting and fiscal management principles.
• Program planning and implementation skills.
• Ability to supervise and train employees and foster a cooperative work environment.
