Job Description:
Cydecor is seeking a Program Manager to act as the overall lead, manager, and administrator for the contracted effort in support of DoD SBIR/STTR programs and projects. In addition to managing the contractor team and contract requirements, the Program Manager will support the development of program strategies and implementation of policies, processes, and procedures. The (SBIR) program was established by Congress in 1982 to incorporate small business technological innovation into Government supported Research and Development (R&D) programs as defined in the Small Business Administration SBIR Policy Directive. The primary scope of support services includes the development of policies, processes, and procedures to improve the quality, efficiency, and effectiveness of the Program.  Included in the scope are all the activities associated with NAVSEA SBIR/STTR program management and execution to meet requirements of 15 USC 638 in support of Navy technology gaps.
 
 
Job Responsibilities:
  • Acts as the overall lead, manager and administrator for the contracted effort in support of DoD SBIR/STTR programs and projects.
  • Serves as the primary interface and point of contact with Government program authorities and representatives on technical and programmatic issues.
  • Oversees contractor personnel in managing program operations; meeting requirements; achieving objectives, goals, schedules, and metrics; development and implementation of policies, processes, and procedures; ensuring compliance with program requirements; and providing program status, tracking, monitoring, and metrics reports.
  • Manages SBIR/STTR Program resources and tools for the execution and administration of the Program with respect to contract requirements.
  • Provides knowledgeable representation on behalf of the NAVSEA SBIR/STTR PM to the public, OSD, Navy, NAVSEA Program Executive Offices (PEOs) and Directorates, workshops, and conferences as required by the PM.
 
 
Education/Skills/Qualifications:
  • MS or MA degree in a Business, Management, or “Relevant Technical Discipline”
  • At least twelve (12) years of professional experience in DoD R&D acquisition
  • Three (3) years’ experience (of which must have been in the previous six (6) years) in support of DoD or component-level SBIR/STTR program management
  • Minimum of three (3) years supervisory experience
  • The contractor must be experienced with DoD R&D acquisition; SBA, DoD and Navy SBIR/STTR policy and requirements; and SBIR/STTR statutory requirements
  • Experience managing different phases of the DoD or component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, data rights, (SBA), and statutory procurement requirements is imperative
  • The ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process and procedure development is required
