Job Description

Accelerating Support to Advanced Local Partners (ASAP), a USAID contract to IntraHealth International Inc, is seeking service providers in Africa to support USAID’s goal of funding to local prime partners to reach 70%.  Offerors must have five years’ experience and provide references from USAID.

  1. Provide on-site assessments:
    • Non-US Organization Pre-Award Survey (NUPAS)
    • Landscape Analysis to identify potential NGOs to receive USAID funding
  2. Provide in-person training:
    • Managing and USAID Cooperative Agreement
    • Fighting Fraud in NGOs
    • Financial Management for USAID awards
    • Audit Readiness
    • Landscape analysis of local NGOs
    • Subaward procurement and grants management
  3. Support NGOs in preparing for an external audit
  4. Provide on-site and remote mentoring to NGO’s

Financial Compliance Services to be Provided RFP

  1. Question: Can I put my application with my colleague to complement each other in the OCA domain areas?
    Answer: Yes you may.

  2. Question: What are the countries for the services to be provided in?
    Answer:Angola, Botswana, Cameroon, Cote D’Ivoire, DRC, Eritria, eSwatini, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria,  Rwanda, South Africa, South Sudan, Tanzania, Uganda, Zambia, Zimbabwe

  3. Question: Is there a budget template to be used
    Answer: No

  4. Question: In the RFP, section G, refers to Uganda cost. Can you please share those costs, or elaborate a bit more? 
    Answer: Please use USG rates for Uganda and local costs

  5. Question: Offerors must have five years’ experience and provide references from USAID. Do we need to share references written by USAID Officials or say a Chief of Party/Deputy Chief of Party of a USAID-funded project?
    Answer: References from USAID preferred, references from Implementing Partners acceptable

  6. Question: With reference to the above RFP, the Case Study requests that the budget consider Costs in Uganda, does this suggest that the partners to be supported through this RFP are in Uganda? Our firm which is based in Kenya would need to consider pursuing appropriate Protocols with our Uganda sister firm if that is the case.
    Answer: Yes assume activities are in Uganda
  7. Question: Is the intention of the Case Study only to allow you the reviewers a standard position to assess against, or does it have greater significance.
    Answer: Provides standard to compare proposals

  8. Question: How many partners would be supported through this RFP?
    Answer:  Assume one partner
