BRIEF DESCRIPTION OF DUTIES:  This position is located in the Office of the Chief Financial Officer, Economic Development and Regulation Cluster (EDRC), Department of Insurance Securities and Banking, Commission on Arts and Humanities, and Department of For-Hire Vehicles. The incumbent plans, organizes, and carries out actions involving the total budget process; ensures effective integration of program goals; and oversees the agency's total budget planning process. Specifically, the incumbent provides final budget justification on behalf of the agency head; provides expert advice to senior management on complex matters related to the budget process; reviews, approves, and disapproves spending plans for total agency programs; provides liaison between the Office of Budget and Planning staff and the agency's program managers; assists in the development and preparation of the budget for presentation to the Associate Chief Financial Officer, Office of Budget and Planning, Mayor, and City Council; develops budget implementation plans based on the approved, adopted, or temporary budget for all fund and revenue types; prepares the proper documentation for implementation of appropriated, intra-District, grants, and other types of revenue; develops detailed expenditure and revenue budget plans to acquire funds to support organization programs; provides direct oversight on agency-wide matters regarding the Financial Review Process (FRP); develops, recommends, and implements agency budgetary policies and guidelines  for operational budgets and forecasts; provides authoritative interpretations of congressional and District legislation; develops/trains budget staff to be capable of performing the latest budget techniques and skills necessary to improve and maintain performance expectations; performs supervisory duties and responsibilities over subordinate staff; and performs other related duties as assigned.

Minimum Qualifications

Six (6) years of progressive experience performing the related duties and responsibilities such as overseeing an organization's total budget process; formulating, justifying, and presenting complex multi-year budgets; and  expert knowledge of budget concepts, principals, and laws to sufficiently provide expert advice and analysis concerning all aspects of the budgetary process for a complex organization.

Specialized Experience

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

Employment with the OCFO is at will.  However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS
 
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
