BRIEF DESCRIPTION OF DUTIES: The Information Technology Manager (Enterprise Resource Planning (ERP) is in the Office of the Chief Financial Officer (OCFO), Office of the Chief Information Officer (OCIO). The incumbent plans, directs and coordinates the work of IT staff responsible for supporting ERP business applications analysis and development. Duties include, but are not limited to serving as a consultant to the business units on software evaluation; reviewing requirement traceability matrixes for accuracy and completeness, test cases and their results to confirm systems perform as expected. Working with the stakeholders, subject matter experts, and functional users to verify the system meets the needs of the District; and reviewing and approving technical documentation created in support of new systems or system upgrades. Partnering with other OCIO managers to identify opportunities for system, process, and training improvements as well leads the implementation of these enhancements. Performs cost-benefit and return on investment analyses for proposed business cases to aid upper management and executives in making implementation decisions. Oversees projects, develops applications support plans, prioritizes application maintenance requirements and schedules work assignments. Ensures clear and concise communication of business requirements between staff and clients. Works with staff to manage client expectations. - Plans, organizes, assigns, supervises, reviews and evaluates the work of assigned IT staff. Develops and implements goals, objectives, policies, procedures and work standards for the assigned unit. Recommends selection of staff, trains staff and provides for their professional development. Assists management and executives with identifying the OCIO operational priorities and long-term strategic goals for their assigned unit. Assists the CIO/DCIO in the development and implementation of goals, objectives, policies, procedures and work standards for the OCIO and OCFO-wide IT projects. Assists in the preparation and administration of the IT budget. Manages operational costs and conducts short- and long-term financial forecasts for expanded functionality/user base. Assists in the development, coordination and administration of the OCFO's annual strategic information systems plan. Oversees the best interests of OCFO in the areas of IT management and funding for effective service provision. - Confers with OCFO department representatives and members of other agencies regarding hardware and software purchases and upgrades; evaluates vendors and recommends options. Performs other related duties as assigned.
- Minimum Qualifications
- Seven (7) years of progressive experience performing the related duties and responsibilities such as providing oversight for the implementation, management and maintenance of IT financial systems (Oracle and Cloud based applications); leading the technical planning and requirements gathering for current and future IT projects; developing and implementing strategic plans, policies, procedures and making recommendations related to new software applications; and experience managing and training a team. E-Business Suite and SQL experience preferred.

- Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

- COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
