COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Compliance Administration (CA). The incumbent provides supervisory direction and oversight to lower level team members engaged in evaluating financial information located on tax returns and other accompanying documentation, identifying fraudulent activity and/or documents for referral for criminal investigation. Organizes and supervises the activities of the unit, planning and scheduling the workflow. Evaluates, advises and participates in the formulation of departmental policies, programs and operational plans, establish internal controls, and procedures in order to increase the efficiency and effectiveness or the organization in accomplishing its mission. Coordinates the training needs of subordinates; ensures that employees receive adequate orientation. Continually assesses fraud rules for MITS Fraud Manager and implements appropriate modifications. Recognizes trends and identifies areas of civil criminal noncompliance with DC laws; performs investigative analysis and prepares and reviews reports to management on refunds released, work item status, cycle time workflows, fraud trends and revenue protected. Performs other related duties as assigned.
- Minimum Qualifications
Six (6) years of progressive experience detecting fraudulent activity as it relates to individual or business tax forms and documents. Must possess extensive knowledge of District or similar tax laws or regulations related to procedures and techniques used in investigative analysis for questionable tax returns and other related documents. Experience providing strategic direction for implementation of related programs and projects, including a minimum of one (1) year of supervisory experience planning and overseeing day-to-day activities of employees, managing work production of a unit, and evaluating employee work performance. Ability to communicate effectively both orally and in writing.
- Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
