The Biomedical Advanced Research and Development Authority (BARDA) is responsible for the advanced development and procurement of medical countermeasures under Project BioShield. A large proportion of the countermeasures of interest are directed against Chemical, Biological, Radiation, and Nuclear (CBRN) agents. The successful candidate will be a subject matter expert (SME) in vaccine, therapeutic, and/or animal model advanced development, acquisition contracts and regulatory approval under the animal rule to provide strategic and technical direction to BARDA’s efforts to develop innovative treatments, diagnostic devices, and preventive measures that address threats posed by CBRN agents. The SME for CBRN is expected serve as a reliable resource of technical counsel to BARDA and to companies that receive BARDA funding. The candidate will provide an interface between the government, operational staff, and BARDA’s industry partners. To be successful the candidate must clearly communicate his/her thoughts and ideas to senior government managers and other stakeholders. An extraordinary degree of ingenuity, creativity and resourcefulness in the development, application, evaluation and development of advanced technologies, scientific principles, theories and concepts to ensure the appropriate development of medical countermeasures against CBRN agents is expected. The candidate will be responsible for technical problem solving, data analyses, documentation of procedures and results, performing audits, and writing progress and final reports about medical countermeasures that address CBRN agents. BARDA is organized based on a matrix concept and each member may be required to contribute his expertise to a number of different therapeutic areas.
Provide concept ideas for BARDA Program Division(s);
Prepare draft work statements (SOW, SOO, PWS, White Papers, BAA’s) for solicitations (Request for Information (RFIs), Request for Proposals (RFPs), Sources Sought Notices (SSN), et al);
Review and advise on contract proposals (formally and informally submitted), as requested;
Provide project development level portfolio management and oversight;
Provide program level portfolio management and oversight;
Develop, implement, and consciously improve Total Life Cycle Cost (TLCC) efforts;
Assist in contract negotiations on technical matters, as requested;
Deliver briefings on relevant subject matter for ASPR/BARDA senior leadership; and
Serve as scientific and technical representative for the Program Office(s) concerning the Senior Program and Portfolio Management of vaccine, therapeutic, and/or animal model advanced development, acquisition contracts and regulatory approval under the animal rule.
Background and Education
At least fifteen (15) years of relevant industry experience, including executive-level service(s).
A doctoral degree in biological and biotechnology or chemical sciences with post-doctoral experience in vaccine, therapeutic, and/or animal model advanced development, acquisition contracts and regulatory approval under the animal rule are requisite.
